Checking a citation against the sealed record — the cite-check — is free for everyone, signed in or not. Verification that only customers can run would not be verification.
Every record carries its recorded license. Responses serve full text only where that license allows it; otherwise they serve the metadata, the hashes, and the change history. The license is part of the record, not a footnote.
The Academic Witness streams — new versions, corrections, retractions, license changes, award links — are this line's core service, published per listing as each releases.
Listings are served as hosted endpoints that Super Intelligence systems can call directly — the same sealed record, the same cite-check, machine-readable.
