Most of engineering's journal and conference literature sits with its publishers, outside any honest serve layer. What engineering does publish openly is its federal report literature — and that already lives in the Federal Science & Technology platform. This listing is therefore a view, not a second collection: the same sealed records, read through an engineering lens, plus engrXiv preprints under their recorded licenses.
It is listed as a view because that is what it is. When a sanctioned engineering corpus source appears at scale, the view can become a corpus; until then, nothing here is collected twice or dressed up as more than it is.
