The United States federal research libraries: DOE's OSTI, NASA's technical reports (NTRS), the Defense Technical Information Center's public reports, and TRAIL's digitised historical reports — each record carrying its recorded distribution status.

Like every listing in this line: collected from the source, sealed at collection, cite-checkable against the sealed record — and served only as far as each record's license allows.
The federal government is one of the world's largest research publishers, and its technical literature already carries the rights line as data: NASA's records state their distribution limits and copyright status record by record; DTIC's reports carry their distribution statements; TRAIL's digitised historical reports are unrestricted by charter. This platform collects them as one layer that every field corpus reads from.
Works of federal employees are public domain and are served in full. Contractor and grantee manuscripts are served under their recorded licenses. Restricted collections are never touched — and when a record's distribution status changes from restricted to public, that change is itself a witnessed event.
This listing is in the build queue, behind the first releases. This page becomes the product page at release.
Every record carries its recorded license, sealed with the record. Full text is served only where that license allows it; everything else is served as metadata, hashes, and change history.
